Mike Davies and Hal Adams have been involved with the design and construction of more than forty data-center projects across the United States for the last four decades. The partnership is intentionally small. The principals personally lead every engagement.
Today the firm focuses on AI-native data-center capacity: siting, financing, design, construction, and operations of the compute footprint hyperscalers and enterprises are racing to bring online. Team
Streams Consulting has a team of senior experienced personnel available for any assignment. The team has worked together for years and brings a wide range of project and business-consulting experience to assignments. Whether it is formulating a business plan for a new venture, master-planning the physical requirements of mature business operations, locating and validating actual site locations, or managing the design and construction of the physical development including business-systems development until commencement of commercial operations, the Streams Consulting team can provide the senior leadership required to implement the complete assignment with the highest level of confidence and results.
Beyond the principals, Streams Consulting has a cadre of similarly experienced personnel who can be assigned to any given project and bring a similar level of expertise to the opportunity.

Mike Davies
Hands-on Executive Leadership, Design and Construction. Forty years across data centers, industrial manufacturing, and mission-critical operations. Former president of Carlson, one of the largest US data-center design-builders of its era; work spanned Microsoft, American Express, Royal Insurance, Honda, IBM, Boeing, and Citicorp among others.
Hal Adams
Project Executive. Forty-five years in design and construction of mission-critical facilities. Lead architect and project manager on hyperscale work for Microsoft, Amazon, CyrusOne, Compass Data Centers, Vantage, American Express, Bank of America, FedEx, and Citicorp. Registered Architect in Texas and Florida. AIA Emeritus.

The partnership has developed and uses an AI-assisted project-management system across its operating platform that gives the team, clients, and trade contractors a single source of truth for communications, decisions, and documents through the build.
Services
The partnership engages across the full lifecycle of a mission-critical asset, from site selection through operating life. Owners typically retain Streams as development manager, owner's representative, or design-build lead; the contract shape follows the work.
- Site selection and feasibility. Power, water, fiber, latency, permitting environment, community posture. Greenfield and adaptive reuse.
- Power and energy architecture. Generation strategy, utility coordination, on-site primary and backup, PUE and WUE targets. Off-grid and hybrid configurations where the load profile justifies them.
- FEL-1, FEL-2, FEL-3 and final design. Owner criteria, basis of design, permitting, and design management through construction documents.
- Procurement and construction management. Design-build delivery, GMP and lump-sum structures, major MEP negotiation, schedule and cost control.
- Commissioning and transition to operations. Factory acceptance testing, integrated system testing, and handover to the operations team.
- AI solutions consulting. Applying the partnership's data-center experience to the AI side of the equation: workload-aware siting, tenant fit, capacity planning, and AI-assisted project delivery.
